The ACT Planning and Land Authority believe Canberra should lead the world in livability and sustainable development. To achieve this goal, guidelines are being developed for builders and developers. All new housing must achieve a minimum energy efficency requirement, which must be demonstrated at the time of both building approval and developmental approval application.
For development approval, you will need to submit an Energy Efficiency Rating (EER) Statement, demonstrating that the building meets 5 star energy efficiency requirements.
For building approval, you will need to meet a mandatory minimum 5 star energy performance as outlined in the 2006 Building Code of Australia, for new Class 1 buildings (which include detached dwellings, single-storey units and some multi-storey units).
A minimum 4 star energy performance as outlined in the 2005 Building Code of Australia, is required for any buildings that are Class 2 (multi-storey units or apartments) or Class 4 (a dwelling built into a commercial or public building and which is the only residence in the building, such as a caretaker’s unit).

All residential properties being offered for sale are also required to publish the 'star' rating of the dwelling. A list of accredited assessors can be found with ACT Planning and Land Authority (ACTPLA).
