Energy Rating Process for Victoria

The Sustainable Energy Authority Victoria (SEAV) requries new homes to have a 5 star energy efficiency rating using FirstRate or AccuRate. FirstRate and AccuRate are building simulation software, which assess the potential of buildings to be used in an energy efficient manner for reduced energy consumption.

Current regulations for small buildings include: 

  • 5 star energy rating for the building fabric
  • Installation of a rainwater tank for toilet flushing or a solar hot water system
Current regulations for multi-dwelling developments include: 
  • Average 5 star energy rating for the whole building
  • No individual dwelling rating less than 3 stars
  • No requirement for installation of a rainwater tank or solar hot water system

Requirements for a building to pass

For your building to pass with the local council, you will need to have both of the following:

  • Certificate printed from FirstRate or AccuRate demonstrating the 5 star energy rating of the building fabric
  • Details of water saving measures – either a rain water tank or a solar hot-water service

We can provide a FirstRate or NatHERS certificate showing a 5 star rating for the building. The energy report we provide forms part of the required documentation for building permit approval. As each building is unique in terms of design, location and materials, a customised solution is provided. If the building does not meet the requirement, we can recommend changes. Possible changes could include:

  • Seals and weather stripping to doors and windows
  • Different levels of insulation for various building elements (walls, floor and roofs)
  • A variation in the amount and type of glazing.
  • Attention to shading and orientation of walls and windows.

To assess your building we will need the following:

  • Architectural drawings (preferably in CAD format)
  • Insulation levels of walls and ceilings
  • Window glass and frame type (preferably manufacturer's model)
  • Site map with house orientation
